Terms of Service
Last updated September 30, 2026
These terms govern your use of GovCon Starter at govcon.pro (the "Service"). By creating an account or using the Service you agree to them.
1. What GovCon Starter is — and isn't
GovCon Starter is an educational and productivity tool that guides U.S. small businesses through business formation, SAM.gov registration, SBA certification programs, finding contract opportunities, and drafting proposals.
- We are not a law firm, accounting firm, or government agency, and nothing on the Service is legal, tax, or financial advice. Where the Service presents what a government process requires, it is general information; decisions about your business are yours.
- Government processes are free. Registering in SAM.gov and applying for SBA certifications cost nothing through the government. The Service helps you prepare; it does not file on your behalf and does not charge for government processes.
- Contract data comes from SAM.gov and may be incomplete, delayed, or changed after we copied it. Always confirm details on the official notice before relying on them.
- AI-generated drafts (proposal analysis and drafts) are starting points produced from information you provide. You are responsible for reviewing, correcting, and completing anything you submit.
2. Your account
You must provide accurate information and keep your password secure. You are responsible for activity under your account. You may delete your account at any time by contacting us (see §10); we will delete your data as described in the Privacy Policy.
3. Acceptable use
Don't use the Service to break the law, to misrepresent your business to a government agency, to scrape or resell our data, to interfere with the Service, or to access other people's accounts.
4. Your content
You own the information you enter (business details, capabilities, proposals). You give us the limited license needed to store and process it to provide the Service — including sending proposal inputs to our AI provider to generate drafts. We don't sell your content.
5. Plans, fees, and partner offers
The Service offers a free plan and may offer paid plans. Paid-plan terms (price, billing, cancellation) are shown at purchase. Free pages may display advertising and labeled partner offers; we may earn a referral fee when you use a partner offer. See our Advertising & Partner Disclosure.
6. Third-party services
The Service links to government sites (SAM.gov, SBA.gov, state filing portals) and to partners. We don't control those sites and aren't responsible for them.
7. Disclaimer of warranties
The Service is provided "as is" and "as available" without warranties of any kind, express or implied, including accuracy, fitness for a particular purpose, and non-infringement. We don't guarantee that you will win any contract, obtain any certification, or that any information is current or complete.
8. Limitation of liability
To the fullest extent permitted by law, GovCon Starter and its operators are not liable for indirect, incidental, special, consequential, or punitive damages, or for lost profits, revenue, or contracts, arising from your use of the Service. Our total liability for any claim is limited to the greater of the amount you paid us in the 12 months before the claim or $100.
9. Changes and termination
We may change the Service or these terms; material changes will be announced on the Service, and continued use means acceptance. We may suspend or end accounts that violate these terms.
10. Governing law and contact
These terms are governed by the laws of the State of California, without regard to conflict-of-law rules. Questions: support@govcon.pro.
